[Chart] chart v1.1 release

Hi,

I have upload a new release (1.1) to hackage. This includes the Layout 
refactoring discussed previously, in addition to other changes Jan 
contributed during his summer of code work (Thanks!). Some release notes

Hopefully at the point the API will remain stable for some time. I have 
no plans for additional changes in the near future.
