 Since Haddock 2.4.2 (?) duplicate anchors are created per function., e.g.

 <A NAME="v:not"
 ><A NAME="v%3Anot"
 >
 }}}

 In the previous Haddock versions the second type was used, so if one
 anchor is to be removed, it would be nice to keep the second one.
