[Haddock] Regenerating Haddock docs on Hackage

Hi Ross,

We've been getting some requests to regenerate the documentation on
hackage using the recently released Haddock. To me this sounds pretty
hard to do, but as I don't know how the documentation generation is
done exactly I thought I'd check with you.

Is it feasible at all? Can we regenerate the tip packages? Or should
we just update the version of Haddock used to generate new
documentation?
