 Probably easy, just pass the url to the index when running haddock.

 Probably hard, because there can be a n-to-m relationship between indexes
 and packages: E.g. on Debian, system libraries will show up both on
 /usr/share/doc/ghc-doc/html/libraries/index.html and on
 ~/.cabal/share/doc/index.html – which should it link back to?
