PROPOSAL: Transfer official maintainership of haskell-mode (was Re: future of haskell-mode)

Wow, I've already gotten 4 patches in the last couple days. That's awesome!

Please submit patches via github (https://github.com/pheaver/haskell-mode),
either as a pull request or attached to an issue. Thanks!
