reporting a (minor) bug on locale

the very basic pgm attached bugs when run from within  leksah, but not under
CLI .( it builds ok)

I found this is due to my LANG=fr_BE.UTF-8
 that are set under the CLI , but not under Leksah .

I then did run Leksah from a CLI, but in fact, the local are rejected by GTK
as you can see below

one need a file with funny UTF8 char to reproduce it. (attached one
 test.html)

 this is not urgent, as it can be circumvented by using the CLI.
