first HCAR report

Hi everybody,

Attached is a draft of our first report to the Haskell Communities and
Activities Report.  It's a couple of paragraphs saying what the Haskell
NLP community is, what it aims to accomplish (more on that later), and
what we've been up to.

Any comments?  The deadline is 1 May.

You can also darcs get http://projects.haskell.org/nlp and either send
patches or push them directly (I think we should hand out write access
fairly liberally)
